Leo Morez, also known as the Cobra, was a fanged Nazi agent who dresses in a green or brown snake outfit with poisoned claws.Cobra was a troubled youth who used to steal money from other teachers, until the principal of his school caught him and had him expelled. Because of this, his parents beat him for his actions. Years later, he would betray his country and become an agent for the Nazis, though it is never explained how he gained the appearance of a snake man or poisoned claws. In his debut, he broken out a small gang of Nazi saboteurs to help him in Cobra's grand plan - to use bomber planes to destroy every city in America. This plot was foiled, so he instead created "Copper City" on an island near America, where he and his Copperheads to attack every school in America with threats to kill every person there with explosives if he isn't given a thousand dollars. This was partially to spite his childhood principal, whom he brought to his lair and forced him to watch as he blew up his school before killing him. His new plan is revealed that he intends on using the money to recruit every criminal in the underworld to invite to his city, with plans to take over the United States with this army.

Once again, this plan was also stopped, and he decided to steal donation money meant for starving children at a war-torn England. When his ship got wrecked, he was recruited by a man calling himself "The Baron" but he quickly betrays him and usurp control over his army. He attacks Chicago with his army and stole a mystical amulet that granted him destructive psychic powers. He used it to wreak havoc across town and killed many people along the way, before he was stopped for good as the amulet broke. He was then sent to prison, never to be seen again.

He was a sadistic and ruthless killer, who is willing to betray partners and allies, kill his own minions for incompetence or showing weakness. He was fully capable of harming children and killing thousands to achieve his goals.

His adversaries include Magno and Davey. He was their second most recurring foe, right behind their arch-foe the Clown.

The Cobra secretes a very deadly neuro toxin which can be administered from his claws or fangs. He usually digs his claws into the veins in a victim's wrist to kill them almost instantly. However, even a casual scratch of his claws will eventually kill a person. The poison leaves his victims with a greenish hue to their skin. The Cobra himself is immune to poison and heals quickly from injuries.

In addition to these abilities, the Cobra is unusually strong and an expert in Jiu-Jitsu fighting. He was not above using conventional firearms, and he was a skilled fighter pilot.

The Cobra is constantly searching for arcane artifacts which will enable him to increase his power. At one point, he obtained an amulet that gave him powerful telekinetic abilities. However, the amulet was broken after he attempted to levitate himself with it.
