Tollydiggle is the wife of the Soldier with the Green Whiskers and lives with him in the Emerald City. She serves as the jailer of the only prison in the Land of Oz.

The prison is a unique and elegant place, and Tollydiggle is a caring and compassionate jailer. There are no locks or bars, and it is actually quite a comfortable place. The reasoning is that reformation will happen faster and better with kindness rather than cruelty. It's bad enough that the prisoner must be excluded from their friends and society. She has only ever had to care for one prisoner: Ojo the Unlucky. She cooked him a delicious meal of mutton-chops with gravy, and read him a story after dinner.

In addition to her work, she also sews fancy needlework.
