Snowbird was a short German spy and cocaine addict who became prison cellmates with the Strangler. During WWII, they both escaped a U.S. jail, and took over the NYC Crime Syndicate briefly. The Shield and Dusty the Boy Detective were able to apprehend Snowbird (he was sent back to prison), but the Strangler did escape their grasp.

* Pep Comics #31

* Snowbird's snorting cocaine is possibly the first such scene in comics.
