Richard Darrow, a renowned inventor, assumes the identity of Electro, a hero with the ability to control electricity. He first came into conflict with the villain known as the Paper Man, a humanoid composed entirely of folded paper who claimed his paper body was stronger than steel and immune to Electro’s powers.

When Electro’s girlfriend, Ann, is kidnapped, he tracks her to Paper Man’s mobile island base, which is equipped with advanced technology including lightning-generating machines and dematerialization/rematerialization devices. Using his electrical abilities, Electro captures the henchmen Pasty and Roundhouse and successfully rescues Ann. Despite this victory, Paper Man manages to escape, leaving their conflict unresolved.
