Queen Ursula of Castile d'Or was the ruler of a warlike nation in Eastern Europe. She was one of the most beautiful women to ever exist, but she had a heart as cold as steel. She was exiled to an islet in the Atlantic for many years, but she remained in communication with her friends in her country, until her party was strong enough to retake power and rescue her from the islet, just before World War II.

Returning to her country in secret, she wanted to take revenge on the countries responsible for her downfall, beginning with her neighbor, Attainia (the country that took away Castile d'Or's colonies 20 years ago). So, Ursula ordered her first minister, Joseph, to wipe Attainia from the face of the Earth. She planned to frame her enemies with a murder of one of Castile d'Or own ministers (done in secret by the queen's secret service), to gain a casus belli.

The plan is done quickly, and Castile d'Or gave an ultimatum to Attainia to surrender in 24 hours, threatening a new world war. Finally, Queen Ursula reveals to the world that she had escaped the islet and planned to avenge the death of the killed minister, gaining acclaim from her warlike people. She declared war on Attania and began a full invasion. The Castile d'Or began an air bombardment that was contested by the American Perry Wade.

The war continued with much bloodshed. Queen Ursula was worried by the actions of Lieutenant Lank, when he battles with her warring military forces and resources. She began to lose composure and ordered her army to use balloons to capture Lank. The American fell into the country of Castile d'Or, where he meets Queen Ursula herself. She found his attraction irresistible and kissed him. He makes a dramatic escape, spanked the queen and stole a tank to destroy Ursula's forces.

The war continued with no clear resolution.
