Chief newscaster for the Monopoly Broadcasting Company, Spriggins was a man who saw the actions of governments taking over other lands and wanted to get in on the action. He donned a costume, amassed an organization of criminals and foreign agents, and began committing acts of terrorism, bragging about his exploits by cutting into radio broadcasts.
Opposed by Captain Marvel, Spriggins grabbed a gun and tried to shoot a general, only for Captain Marvel to move into the way with the bullet ricocheting back into Spriggins, killing him.
He would kill any henchmen he felt had served their usefulness and had a variety of naval vessels.
