Hidden under a crumpled red suit and face-covering cowl, he was a man of mystery without name or background. A no-nonsense fellow, the Arrow coldly shot arrows into hands, shoulders, and hearts of slobbering fiends who were always putting blondes into bondage.

Later, it was learned he was a U.S. intelligence agent named Ralph Payne.

Not much was known of the Arrow's life outside of his name and his status as an intelligent agent. However, he did appear to be indepedently wealthy as he had his own private prop plane and appeared to have a butler. On one occasion, he called a man named "Rodgers" to get the plane ready. He was capable of piloting the plane himself, but in another story he had an unnamed pilot flying for him and changed from Ralph Payne to the Arrow, suggesting the pilot knew his identity as well. Another story had him working with Jane Markham of British intelligence and he revealed his identity to her.

Although originally wearing a hood and using regular arrows, a later story replaced the hood with a more standard superhero mask and he also added flaming arrows to his inventory.

Both his plane and his car were red and yellow (though this wasn't always consistent).

*The character eventually received his own magazine. The stories in the first two issues, however, were reprints from earlier comics.
*The cover of Funny Pages #41 show the Arrow saving Sue of the Circus from a villain that tried to lock her in a lion cage, but the story does not appear in the interior of the comic.
