When Flag-man and Rusty failed to stop a kidnapping attempt in Washington DC, The Flag-man believed the victim was Miss Winter, the official secretary to the President of the United States, but they discover her still in her office when they visited.

Investigating further, the duo discovered strange troop deployments for example sending troops to Iceland instead of the East as the President told Major Hornet aka Flag-man. They quickly discover the real Miss Winter and the Baroness, a Nazi agent. The heroes stop the Baroness's plans and captured most of her gang, but she escapes for a time. They are later able to capture her after she failed her next scheme.
