The Black Lama was the ruler of the small kingdom of Kan which was located northwest of the Himalayas, beyond Tibet in the snowy peaks of Tangla mountains. The Japanese wanted to create an alliance with his kingdom to conquer India and in exchange for his cooperation, the Black Lama would receive parts of Bhutan, Nepal, and China.
The Black Lama possessed vast mental powers, so strong he was able to cause Captain Aero's plane to detour from his mission to deliver the plans to General Chiang Kai-Shek and crash land in the kingdom of Kan. After being captured, Khotang, the torturer, was brought in to make Captain Aero talk. Luckily for the Captain, Khotang was Carstairs, an undercover British agent. The two allies fight to escape and Carstairs ends up shooting the Black Lama. They then steal a Japanese Zero and Aero can complete his original mission.
