A malevolent psychopath who seems to work for himself at times and other times for Adolf Hitler. He was a skilled swordsman and an inventor of various brain-washing devices. The Clown's background was never revealed, but his debut story hinted that he was not an American. He was decked out in face-paint and wore a clown outfit. This villain fought Magno the Magnetic Man and Davey on multiple occasions.

The Clown was a sadistic madman who once tried to kill millions in his debut alone, and many of his plans tend to leave death and destruction in his wake. His plans often consist of killing as many people as possible, and it is very apparent he holds immersive hatred for small children like Davey, whom he once brainwashed into being his apprentice at one point. He was so despicable that fellow criminals became disgusted with him when he learned he was a Nazi spy. The Clown would be sentenced to death for many of his horrible crimes, once being put on the electric chair. At one point, he once banished Magno to another dimension akin to hell called "Doomland" where Magno was forced to fight a demon, but he was soon foiled thanks to the help from Davey. This would be the last we see of the Clown, who was sent back to prison likely to be put on execution like last time.

He had a variety of minions and partners in crime, like the pyromaniac Torcher, Goliath the Killer Gorilla, Old Annie, Dr. Steele, Zora, and formerly the immortal Queen Ohisis.

The Clown is a brilliant chemist and criminal mastermind. He has created a formula that has given him enhanced strength, speed and agility, and his "degravitating solvent" allows him to leap up to 40 feet in the air, even while carrying a human body. He has also devised a belt which allows him to control a human mind, and he has invented a fluid that blocks magnetic bonding.

In battle, he has been known to use a variety of deadly melee weapons, and he often carries a concealed rapier sword. He has also been known to use high explosives, powder which causes people to laugh to death, and a wand that can release a cloud of knock-out gas, or a smoke screen.

Even without weapons, The Clown is a dangerous fighter who is agile, cunning and ruthless. He has repeatedly proven to be more than a match for a single superhero. While he is fond of setting traps and killing his enemies in elaborate and painful ways, he will occasionally kill people on the spot in a homicidal rage. He is also insanely durable to inhuman degree, having survived many falls and wounds that would kill most people. He once survived falling off the building of a lighthouse that would kill anyone else. He was shot and stabbed in the heart once and still manage to miraculously cling onto life, even survived an explosion that destroyed his lair to withstanding an electric fence.
