The Skipper was a philanthropic scientist famous for his work with cosmic rays as well as the creator of a foundation called Boyville, whose mission is to train young homeless men to be Rangers. With the assistance of the Captain and Ranger V-Y, they take an errant trainee, Speck, into the field for some much-needed discipline. The training mission runs into unexpected complications when V-Y and Speck are captured by spies.

Later president Franklin Roosevelt announced that the United States would provide weapons and supplies for it's allies, becoming an "arsenal for democracy," Uncle Sam summoned the Chameleon, Skipper, Karen Drake, Lucky Byrd, Bull's-Eye Bill, Manowar the White Streak, Spacehawk, and the Target. Explaining that the United States needed them more then ever, he charged each character with a certain task.
