George Pelgrim, a Gazette reporter, encounters Linda Mallory, a talented champion swimmer, but discovers she's being stalked by a large, sinister perfusing man who believes she would make for a suitable bride for breeding with him.

The '''Damp Man''' himself, Lother Remsdorf Jr. is a repulsive, bloated looking individual with stalky legs, glowering lowered eyebrows and large liver-colored lips. Despite his appearance, Remsdort is one of the wealthiest men in the country, allowing him free reign to keep harassing Linda and bribe the authorities if they try to hinder him (he even buys the Gazette to get Pelgrim off his back). His vast fortune itself is a powerful advantage, including his army of thugs and lawyers.

It is later revealed that Remsdorf is no longer human, having been mutated by his mad scientist father into the 400 pound bulk of water-soaked flesh with no blood and compressed internal organs. After being hit by a car, Remsdorff gets back up without a scratch, leaving behind only a wet puddle where he landed. He is superhumanly strong, able to kill attackers with ease. His superhuman strength and ability to withstand bullets and knives make him a formidable adversary.

His ultimate goal is to establish a new race of quasi-humans, disposing of unsuitable women. Luckily, Pelgrim and Linda escape to northern Canada where Remsdorf ultimately succumbs to the subzero weather in his persuit, becoming a human popsicle. But this proves to be only a temporary victory...
