A mischievous tenement girl, Annie Rooney, idolizes Joe Kelly, leader of a neighborhood gang, despite her police officer father’s disapproval. After Annie and other children cause trouble that costs a fruit vendor money, they try to make amends, and Joe repeatedly protects Annie, deepening her affection for him. Tragedy strikes when a fight at a dance leads to Annie’s father being accidentally killed by another gang member, Tony. Tony and an accomplice frame Joe, prompting Annie’s brother Tim to shoot Joe in revenge. Annie later learns Joe will die without a blood transfusion and bravely donates her blood, saving him. The truth about the killing emerges, Tony is implicated, and the story ends on a hopeful note, with Joe recovering and Annie dreaming of a future with him as Tim begins a new life as a traffic officer.
