The Whisp was a jewel thief who disguised herself as a man when committing robberies. After stealing a set of star sapphires from Leonard's in disguise, she and her unnamed partner headed for Cleveland. They were pursued by the Arrow in a high-speed chase and he drove them off the road and into a river below. The Arrow shattered her gun with an arrow and she surrendered.

Though the police were skeptical whether the blonde woman was really the Whisp, a note from the Arrow pinned to her with the star sapphire bracelets confirmed the truth.

The Whisp was quick with a gun, had no compunctions about killing, and claimed she never misses.
