Queen Moora, the Moon Mistress, is the ambitious ruler of the "People of the Moon," a fierce tribe of hill-dwelling Mongol bandits operating out of a hidden valley. Seeking global domination, Moora captures the adventurer Rocky Ryan to use as a human sacrifice, later deciding to make him her envoy to the nations of the Earth after demonstrating her mystical and scientific power. Her grand plan to conquer the world relies on an ancient Uighur temple powered by the full moon, where a brilliant scientist named La Chega has successfully harnessed devastating solar energy into glowing cubes.

However, her imperial ambitions crumble when Rocky escapes his chains and disrupts a sacred worship ceremony by firing his guns at a dark cloud entity above her altar. The gunfire destabilizes the volatile solar energy cubes, triggering a chain reaction. Refusing to abandon her followers, Moora breaks away from Rocky's rescue attempt and rushes back into the temple just as a colossal explosion obliterates the complex. Found mortally wounded among the ruins, a dying Queen Moora concedes that global conquest was an impossible dream, noting that humanity is too vast for a select few to rule before succumbing to her injuries.
