Planet Payson was a secret agent who was investigating the smuggling of ionite, a miraculous metal from Mercury. He discovers after some detective work that Hal and a gang of smugglers have been using a space comber ship to smuggle the ionite. He is captured by the smugglers but escapes. He destroyed their ships and turned them into the authorities.

He had no powers, but wielded a ray gun.
