Jim Kendall lost his family when their plane was hijacked and then crashed. He managed to survive, but lost the ability to smile thanks to damaging his facial muscles. However, his wife and daughter were not so lucky and perished in the crash. To honor their memories, Jim decided to become the crime fighter called the Scarlet Avenger.

He had no powers, but he was an expert in jujitsu and a skilled inventor. He created things such as a bulletproof cloak, a hypnotic device, a magnetic ray, and a paralysis ray to help him in his war against crime. He also had a rocket car and aircraft for transport. Like many heroes, Scarlet Avenger left a calling card in the form of a card emblazoned with a flaming arrow.

He battled enemies such as Texa, Peanut-Head, and Mr. Nimbus with assistance from his crime fighting agents. His agents include Operator #12 and #1 who was really Inez Courtney.
