Toad, or Weston as his men called him, was a Nazi agent who created a machine that sent out sonic waves and a second one converted sound waves into electric blasts powerful enough to kill. Using his dastardly machine the Toad forced Congress to sign a peace treaty with the Axis powers. However, Lash Lightning foils his plans by asking America go silent giving the Toad's machines no sound waves to manipulate. Now useless Lightning destroys the monster's machines and turns him into the authorities.

The Toad could leap like a frog.
