Pagini was once the greatest opera singer in the world, but he was also an alcoholic, and drink soon ruined his career. When he was given a chance to make a comeback, he got drunk again and ruined the opera with a dismal performance. The owner of the opera called him a bullfrog and threw him out. Angry, Pagini decided to get his revenge. He decided to put on a Bullfrog opera costume and go on a killing spree. He was opposed by the Hangman, but demonstrated that he could hold his own against the hero.

*Bullfrog's origin was re-used by comic creators William Woolfolk and Irv Novick three years later in issue #14 of ''Black Hood Comics''. In the 1945 story, the Black Hood was confronted by an opera singer (also named Pagini) named the Crow instead of the Bullfrog.
