The Weeper, Mortimer Gloom, was a villain who cries for his victims, he was known for planning his crimes around sadness and being perpetually sorrowful, going about his day crying into his handkerchief.

Weeper used to be a circus performer known as 'The Crying Clown' or 'Weeping Willie', before being fired for dishonesty. An arch enemy of Bulletman and Bulletgirl. He was also a member of the villain team known as the Revenge Syndicate.

He wore a top hat, a blue opera cape, carried a walking stick and was armed with tear gas.
