Belinda was the queen of the snow-men who lived in a palace just a little North of the North Pole. At some point, Belinda decided that she was going to be a rival to Santa Claus, by having her snowmen make toys out of ice. When this effort seemed futile, she ordered her snowmen to sabotage Santa with a snowstorm.  She then stole his sleigh.

It is unclear what powers Belinda may have had, though she did not seemed bothered by extreme cold and may have had power over ice and snow, like her dwarfish snowmen.
