Mr. Crime was a ghostly figure who followed and observed criminals, while encouraging them to commit acts of evil, like a devil on their shoulder. At the same time, he would often encourage law enforcement to gun down those same criminals, showing that his allegiance was only to violence and crime.

No one in the story could see or directly interact with Mr. Crime; only the reader was truly aware of his influence and presence.

His counterpart was fellow ''Crime Does Not Pay'' series host Officer Common Sense, who was the ghost of a police officer killed in the line of duty. He also followed and observed criminals, but instead of encouraging them to commit acts of evil, Officer Common Sense would encourage them to change their ways by giving good advice, like an angel on their shoulder.
