Super Judge was responsible for passing judgment on Hugh Mann after he was arrested and brought for trial by Flatfeet Fogarty, the Super Cop. However, this trial was interrupted by Super Phony who had developed super hypnotism. Impossible Man outwitted Super Phoney however by using a mirror to reflect the villain's hypnotism. Super Judge declared that Hugh Mann would be the Impossible Man from now on since he completed the impossible task of defeating Super Phoney.

Like all inhabitants of the planet Brutus, Super Judge was a superhuman and had superpowers like super strength, flight, super invulnerability, and super memory.
